The City of New Westminster is seeking to qualify a firm to provide Design Services for a Homelessness Services Building.

This RFP is issued for design and related consulting services only. For certain projects, including those subject to grant funding requirements, the selected Proponent may also be considered for a further project delivery role, including that of project manager or owner’s representative, subject to applicable funding conditions, City approval, and any additional procurement or approval processes the City may be required.

The budget for the work (described in BUSINESS REQUIREMENTS/Appendix B) is $150,000.00. Further funds can be requested in the 2027 budget year, but are subject to budget approval. Should grant funding be secured, additional funding may become available for later phases of related work including a project management or owner’s representative role in construction of a building; this is subject to associated funding requirements, the project scope, and the City’s approval among other items.
